This is an Bombardier with bumps : an E-11A BACN or Battlefield Airborne Communications Node. It's not clear where it went, apparently we only agree on the stretch between the Emirates and Kuwait. Interesting that it appears to fly in that area and that it appears to have taken off somewhere in Saudi.
