NATO's Strategic Airlift Capability aka SAC will fly anywhere as long as it is not connected to Ukraine at least not directly. Mr.Orban does not want to upset Mr.Putin, NATO be damned.All while the non-NATO Ukrainians do the real heavy lifting for NATO's SALIS, Strategic Airlift International Solution.
All serious NATO (and UN) transports are flown by Ukrainians in ex-Soviet, often military, aircraft.
